Senator Phillips, Chair, moved and asked unanimous consent for the adoption of the Rules Senate Committee Substitute offered on page 3405. Senator Cowdery called the Senate. Senator Cowdery lifted the call. Without objection, SENATE CS FOR CS FOR HOUSE BILL NO. 225(RLS) was adopted and read the second time. 2002-05-13 Senate Journal Page 3449 Senator Ward offered Amendment No. 1 : Page 1, line 1: Delete "and" Page 1, line 2, following "rates": Insert "; and providing for an effective date" Page 3, following line 6: Insert new bill sections to read: "* Sec. 5. The uncodified law of the State of Alaska is amended by adding a new section to read: CONDITIONAL EFFECT. Sections 1 and 2 of this Act take effect only if a version of SJR 23, proposing amendments to the Constitution of the State of Alaska relating to an appropriation limit and a spending limit, is passed by the legislature and approved by the voters during the 2002 general election. * Sec. 6. If secs. 1 and 2 of this Act take effect under sec. 3, they take effect on January 1, 2003." Senator Ward moved for the adoption of Amendment No. 1. Senator Ellis objected.
